Date: 2019-09-21 17:11:07

On 7 September 2019, the fourteenth session of the Conference of the Parties to the United Nations Convention to Combat Desertification (UNCCD-COP14), "Renewable Energy for Land Restoration and Climate Resilience Side Event" was held at the India Expo Center and Mart, in New Delhi, India. This side event was co-organized by UNCCD and Research Center for Energy Transition and Social Development of Tsinghua University.

Dr. Pradeep Monga, deputy executive secretary of UNCCD, introduced the preparation and background of this side event and spoke highly of China's exploration of photovoltaic technology to harness desertification. Dr. He Jijiang, deputy director of Research Center for Energy Transition and Social Development of Tsinghua University, presented the “Renewable Energy to Combat Desertification – China Practice Cases” to Mr. Monga. Then Dr. Pradeep Monga along with Mr. Arun Tripathi, director general of NISE, Dr. Rene Van Berkel, representative of UNIDO, and Mr. Lu Qi, director of Institute of Desertification Studies of Chinese Academy of Forestry, exchanged ideas on international demands for renewable energy to halt desertification, China’s experience and India’s exploration, and discussed about the industrial cooperation, collaborative mode and international promotion of new energy to combat desertification.

Dr. He Jijiang and Mr. Cao Hua, vice general manager of overseas power station division of Chint Solar, delivered keynote speeches and summarized the principle and status quo of PV combating desertification in China. China Practice Cases of Kubuqi Desert Solar Project by Chint Group as well as New Energy Ningxia Solar PV Project Desertification Combat by GCL, Dengkou Ecological Photovoltaic Project, Ningxia Yinchuan Helan 20MW Fishery and PV Integration Project by Tongwei, just to name a few, are illustrated by turns.

Prof. Wu Wenliang, dean of College of Resources & Environmental Science of China Agricultural University, Ms. Zhao Liya, investment analyst of Tongwei Co., Ltd., Dr. Rahul Kapil, operation VP and director of LONGi Solar India, and Dr. Pan Jingong, president of CNBM (Chengdu) Optoelectronic Materials Co., Ltd. joined the discussion and introduced the practice and research on the application of fungus grass in desert control, fishery and PV integration, solar for solar and CdTe PV to improve desert land resilience. These cases systematically showcased China innovative mode of land restoration through photovoltaic, energy crops and other renewable energy management and indicated the creative collaboration among the government, academic institutions, enterprises and local communities.

Prof. Liang Luohui from United Nations University summed up the points of all guests’ speech, and listed many advantages of utilizing photovoltaic technology to promote land restoration and climate resilience. On behalf of the side event organizing committee, Prof. Liang issued an initiative to build more than 1000 GW of solar PV and ecologically restored 30,000 square kilometers of degraded land by 2030, which comply with the goals in UN 2030 Agenda for Sustainable Development and beneficial to the collaboration of four Sustainable Development Goals as taking urgent action to combat climate change and its impacts, combating desertification, ensuring access to affordable, reliable, sustainable and modern energy for all, and ending poverty in all its forms everywhere. The initiative received positive responses from most foreign participants who joined the group photo and gave high marks to China PV solutions and successful practices shared on this side event.

Ms. Jia Xiaoxia, head of East Asia of UNCCD, chaired the side event. The Chinese delegates were interviewed by Xinhua News Agency in India, and a total of nearly 50 delegates from India, Namibia, Eritrea and Nigeria attended the side event.

Photovoltaic Green-ecosystem Organization (PGO), United Nations University, International Solar Energy Center for Technology Promotion & Transfer, College of Resources & Environmental Science of China Agricultural University, etc. jointly organized this side event, and prepared to draft China Practice Cases and International Initiative on Renewable Energy to Combat Desertification.

This side event has gained strong support from domestic photovoltaic enterprises. GCL, TBEA, Yellow River Upstream Hydropower Development Co., Ltd., Yingli Solar, EDRI and other enterprises actively participated in the editing of China Practice Case.

With 197 member units worldwide, the Conference of the Parties of the United Nations Convention to Combat Desertification is held biennially. This is the 14th session of the conference of the parties which will welcome a total of more than 8,000 delegates from the United Nations, governments, NGO and academic institutions.
